FW&PCOA Region IX Stormwater Management The FW&PCOA has been providing the voluntary certification of stormwater operators since 1992. Originally developed by the state of Florida to train stormwater employees, these courses meet the training requirements for Florida’s municipal NPDES permit holders. Similar to the association’s other voluntary certification programs, these courses are taught by experienced system operators and industry professionals in a live classroom setting. The association grants certification step-wise, starting at the C level and progressing to the A level. Each course is 30 hours in length and the FW&PCOA provides the course manual. The level C course examines the basic concepts of a stormwater system, including system components, maintenance procedures and equipment, system construction, safety program, stormwater monitoring and sampling, use and care of pumps, and interpreting blue-line and as-built drawings.
