FW&PCOA Wastewater Collection System Operator C The FW&PCOA has been providing the voluntary certification of wastewater collection system operators since 1981. These courses are taught by experienced system operators and wastewater industry professionals in a live classroom setting. The association grants certification step-wise, starting at the C level and progressing to the A level. Each course is 30 hours in length. The C level course examines the basic concepts of a wastewater collection system, including wastewater system inspecting and testing, safe procedures, lift station and equipment maintenance, pipeline cleaning and maintenance, pipeline repair and rehabilitation, and wastewater math.
